Chỉ tình trạng trong một cộng đồng có người giàu người nghèo nên việc đóng góp chung thường khó thống nhất, dễ nảy sinh so bì hoặc chần chừ. Cũng dùng để nói việc huy động đóng góp tập thể không dễ thực hiện dù nhìn bề ngoài tưởng là có điều kiện.

It refers to the difficulty of getting collective contributions in a community, especially when people’s circumstances differ and comparisons or reluctance arise. It is also used to say that mobilizing shared support is often harder than it appears, even where resources seem available.
